COLLEGIUM OF ECONOMIC ANALYSIS (KAE). THE HISTORY AND THE PRESENT
HISTORICAL OUTLINE
The Collegium of Economic Analysis (KAE) was established thanks to the opportunity
created by the University reform after the 1990 election for the unhindered
development of the university environment in favour of effective research and
teaching. The concept of the reform, worked out by the Social Committee in
which the major role was played by the later staff of the Collegium, assumed
separating the organisation and management of teaching from research. Suffering
from troublesome divisions and rigidness of the faculty structure of the Central
School of Planning and Statistics (SGPiS), a group of University staff from
chairs and institutes dealing with the quantitative methods in the Faculty of
Finance and Statistics together with a team from the Department of Political
Economics of the Home Trade Faculty (the Wakar School) prepared a project of establishment
of a collegium which would create favourable conditions for interdisciplinary
scientific cooperation of representatives of different research disciplines
as well as for a teaching offer planning. The founding project, being also an
invitation to a wide circle of University staff to join the Collegium, worked
out by this group said, "The Collegium gathers scientists dealing with the
research of individuals and business organisations (Microeconomics,
Sociology, Psychology) and the research of economic and social processes,
their determinants and consequences (Macroeconomics, Finance, Demography,
Information Technology, Regional Economics). The research is meant to develop
the theory of Economics as well as other social sciences and to develop the methods
of analysis of Applied Economics, Applied Mathematics and Applied Statistics.
The Collegium will initiate and support interdisciplinary research." The
founding group of the Collegium included: Elżbieta Adamowicz, Janusz Beksiak,
Wiesław Flakiewicz, Jan Goliński, Stanisław Góra, Urszula Grzelońska, Jerzy
Holzer, Janina Jóźwiak, Roman Kulczycki, Andrzej Luszniewicz, Aleksander
Muller, Tomasz Panek, Bogdan Stefanowicz. Rector Aleksander Muller made
Elżbieta Adamowicz his proxy for the establishment of the Collegium of
Economic Analysis.
The invitation to cooperate was accepted by staff members from four of the
five faculties: Economics of Production, Finance and Statistics, Home Trade,
Foreign Trade as well as extra faculty units. Thanks to this, the structure of
the Collegium of Economic Analysis is unique. It does not copy any former
faculty structures; it is an entirely new unit designed in order to
accomplish objectives determined in the founding project. Here is the
composition of it: Institute of Econometrics, Institute of Statistics and
Demography, Institute of Economic Development, Department of Economics I, Department
of Economic Cycle Research, Department of Economic Policy, Department of
International Comparative Studies, Department of Economic and Spatial Economy
and Department of Information Systems. The SGH Senate approved the Collegium
organisation structure at a meeting on 22 April 1992 (Resolution no.55).
The first meeting of the Collegium of Economic Analysis was held on 12 June
1992. The first staff composition sent to the Central Commission for Scientific
Titles and Degrees in order to obtain the right to promote scientific staff
included 13 professors possessing the scientific titles and 20 people possessing
the degree of doctor habilitatus. The founding stage of the Collegium was
completed in January 1993. On 28 January 1992 the Scientific Council elected professor
Janusz Beksiak the Collegium Proxy for the period of 15 February – 30 August
1993. He served two terms in this position, in the years 1993 – 1999. The first
Dean of the Collegium of Economic Analysis appointed an informal team in order
to discuss strategic problems connected with the development of the Collegium. Its
working name was the Council of Old Men.
After some time, it was transformed into an official body called the
Consultative Team for research; at present the Dean's Meeting, composed by the heads
of institutes and departments belonging to the Collegium. During the first term,
till March 1995 the position of Vice Dean was held by Eleonora Perkowska, PhD
to be followed by Jacek Kłopotowski, PhD till the end of the second term. The subsequent Collegium Deans were: prof.
Janusz Stacewicz (1999 – 2005), prof. Marek Rocki, (2005 - 2012), prof. Andrzej
Kobyliński, (2012), prof. Joanna Plebaniak (2012 – 2016), reelected in 2016. The
position of the Vice Dean was held by: prof. Marek Męczarski (1999 -2005),
prof. Małgorzata Rószkiewicz (2005 – 2008), prof. Andrzej Kobyliński (2008 –
2012), prof. Wiktoria Wróblewska, (2012), prof. Beata Czarnacka-Chrobot, (2012
– 2016), reelected in 2016.
The staff of the Collegium of Economic Analysis have been deeply involved
in the process of the University reform and invariably active in all the activities
in favour of the academic community. The Senate Commission for the SGPiS/SGH
reform was headed by prof. Janina Jóźwiak, later the University Rector (in the
years 1993 – 1999). The Curriculum Reform Commission for, transformed later
into the Senate Curriculum Commission was headed by prof. Urszula Grzelońska. Prof.
Maria Podgórska was the first Dean of Bachelor's Studies and prof. Tomasz Szapiro,
the University Rector in the years 2012-2016, the first Dean of Master's
Studies. Also later the Collegium staff actively participated in the University
life holding different managerial positions and working for the statutory
bodies of the University. Prof. Marek Rocki was the dean of Master's Studies in
the years 1996 – 1999 and the University
Rector in the years 1999 – 2005, reelected in 2016. Prof. Joanna Plebaniak was
the Dean of Master's Studies in the years 2006-2012 and the Collegium of
Economic Analysis in the years 2012 – 2016, reassuming this position in 2016.
Prof. Bartosz Witkowski assumed the position of the Dean of Bachelor's Studies in
2016. The position of Vice Rector was held by prof. Marek Rocki (1991 – 1996), prof.
Elżbieta Adamowicz (1993 – 1996), prof. Janusz Stacewicz (2008 – 2012), prof. Marek
Gruszczyński (2012 - 2016). The Senate Research Commission was headed in the
subsequent terms by: prof. Jerzy Z. Holzer, prof. Irena E. Kotowska and prof. Elżbieta
Adamowicz. Prof. Honorata Sosnowska has actively participated in the work of
the Senate Statutory Commission.
RESEARCH
From the perspective of 24 years which have elapsed since the Collegium was
founded, it should be admitted that the objectives set in the founding project
have been fully implemented. The research in the Collegium has been pursued in
the area of economic sciences (Economics, Finance, and Management Sciences) at
the highest scientific level, which is reflected by category A+ obtained by KAE
in 2013.
The Collegium staff have been authors of articles
(sometimes a few each) published in the periodicals of the world renown included
in the list of the Journal Citation Reports. The number of these articles
amounted to 166 in the years 2013 – 2015. Besides, nearly 370 articles have
been published in the periodicals included in list B of the Ministry of Science
and Higher Education. 10 monographs in English and nearly 30 in Polish have
also been published. About 460 papers have been presented at international
conferences and almost 800 at domestic conferences.
Furthermore, five KAE staff members participate
in the editing of international scientific periodicals included in the Journal
Citation Reports base; prof. Irena E. Kotowska is an editorial board member of
the European
Journal of Population - Revue Europeenne de Demographie, prof. Bohdan Jung is an editorial board member of the Leisure
Studies, assoc. prof. Jolanta Perek-Białas is an Editorial Board member of the
European Journal of Ageing, prof. Marek
Męczarski is an Editorial Board member of the Applicationes
Mathematicae, and prof. Tomasz Panek – Statistics
in Transition.
A notable success of the Collegium staff in the years
2013 - 2015 was reflected in the fund granted by Horizon 2020 to the
international project "Raising Open and User-friendly
Transparency-Enabling Technologies for Public Administrations", and
also to the project pursued within FP7 and the continuation of the research
project "Families and Societies" also within FP7. In these years
there were (and some of them still are) 30 National Science Centre research
projects and 2 National Research and Development Centre projects pursued in the
Collegium of Economic Analysis. The joint value of the projects pursued in the
years 2013-2015 amounted to 24,648,856.00 zlotys. In these years there
were 111 statutory research projects implemented accounting totally for 3,398,340.00
zlotys.
The research work done by the Collegium members has
also been noticed by external organisations and resulted in a number of awards
in the years 2013 - 2015: Friedman Prize, Polityka Science Award, Award of the
Governor of the National Bank of Poland, Japanese Foreign Ministry
diploma, Award of the Institute of
Labour and Social Affairs, Bank Handlowy Award, two awards of the Ministry of
Science and Higher Education, BETA Award, Lifetime Achievement Award of the
Ministry of Science and Higher Education, Award of the Prime Minister and
Polityka, National Science Centre Award, Copernicus Medal as well as four
scholarships for outstanding young research workers granted by the Ministry of
Science and Higher Education, two Fulbright Scholarships for 2015/2016, Solow
Postdoctoral Fellowship, grants within the Mentoring Project of the Foundation
for Polish Science, grants within the Mobility Plus Project of the Ministry of
Science and Higher Education and START scholarship.
Besides, in recent years prof. Irena E. Kotowska became
a member of the Central Commission for Scientific Titles and Degrees and prof. Ewa Frątczak became a member of the SAP Editorial
Board. Prof. Beata Czarnacka – Chrobot was elected twice to the Scientific
Policy Committee, which is the Ministry of Science and Higher Education major
advisory body, where she also held the position of the chairperson as well as
to the Polish- American Innovation Council; and prof. Bogumił Kamiński was
elected to the authorities of the European Social Simulation Association (ESSA) and the Institute for Operations Research and the Management
Sciences (INFORMS). Furthermore, prof.
Beata Czarnacka – Chrobot was appointed a member of the Committee of
Advancement of Human Knowledge by the Polish Academy of Sciences. Prof. Irena
E. Kotowska became a member of the Horizon 2020 Advisory Group for European
Research Infrastructures in the period of 2016 – 2018 and became the
chairperson of the PAN Demographic Sciences Committee. Prof. Marek Rocki became
a member of the Polish Accreditation Committee, while prof. Marek Gruszczyński and
prof. Tomasz Szapiro became members of the PAN Committee of Statistics and Econometrics.
The demographic transformation research pursued by the staff of the
Institute of Statistics and Demography enjoys international recognition. The
Institute staff are active members of international research teams; they are
also elected or appointed to international organisations or international
expert bodies. Prof. Janina Jóźwiak was the President of the European
Association for Population Studies in the years 2003 - 2008, and an Honorary
President of this organization from 2008 till 2016. She was a Vice President of
the Council of Advisors in Population Europe, the network of institutions
dealing in its research with demographic problems; ISiD is a member of it. She
was also a panel member of the European Research Council. Prof. Irena E.
Kotowska represented Poland in the Programme Committee of the Socio-Economic
Sciences and the Humanities (SSH) within FP7 of the European Commission in the years
2008-2012, she was a representative of Poland in the European Statistical
Advisory Committee in the 2009-2013 term. In 2010 she was appointed to
the Generations and Gender Programme Advisory Group within long-term
demographic panel research Generations
and Gender Programme.
The research of economic cycle with a test method is conducted by the
Research Institute of Economic Development in
cooperation with leading institutes and centres for economic cycle
research in the world. This cooperation
is reflected by the active work of the Institute staff on the forum of CIRET (Centre
for International Research on Economic Tendency Surveys) – the organisation
which coordinates the research of the economic cycle together with the OECD and
the European Commission. Prof. Elżbieta Adamowicz has been a member of the
CIRET Council since 2008.
The KAE staff members are also elected or appointed to other international

multidisciplinary works in the area of economic sciences.
EDUCATION OF STAFF
The cooperation of representatives of quantitative disciplines and
theoretical sciences resulted also in a new quality of the teaching offer. The
Collegium offers curricula preparing students to independently analyse business
problems. The teaching offer made by the Collegium is distinguishable as it
combines theoretical problems with solid research tools based on quantitative
methods, indispensable in the pursuit of their research. It also makes use of
the latest research achievements in teaching, in particular changes in the
demographic structure of the society, on the labour market or short term
fluctuations of business activity.
The Collegium also creates favourable conditions for the young research
workers to develop. The cooperation of staff from different departments and
institutes allows them to acquire solid substantive and methodological
foundations in order to pursue research work unassistedly. The Collegium policy
is to make the young staff international
research team members. Drawing the attention of the young researchers to
important business problems lets them better understand real business problems;
and on the other hand, the research conducted by them contributes to the
development of different scientific disciplines. The economy acquires well
educated staff, whose knowledge contributes to its development.
The Collegium of Economic Analysis has been authorised
to grant the degrees doctor and doctor habilitatus in the area of Economic Sciences in the discipline of Economics since 29 March 1993, i.e. almost
since it was founded. Since the beginning of its existence the Collegium has promoted
166 doctors and 50 habilitated doctors in the area of Economic Sciences in the discipline of Economics. In the last four
years on the basis of the decisions made by the Central Commission for
Scientific Degrees and Titles six employees of the Collegium have received
professor nominations from the President of the Republic of Poland, and 15
doctoral procedures have been successful. In a natural way, the Collegium has
developed the research problems in two economic specialisations connected with
two fields: Finance and Management, building up a very strong international
scientific position also in both these areas, which are new for KAE.
Since 1994 there
have been doctoral studies in the Collegium (third cycle studies) in Economics;
in the years 2009-2015 there were also part-time studies. In recent years, on
average16 first year doctoral students have been admitted, which guarantees an
appropriate substantive quality of the candidates. In 2013 the first edition of
the prestigious yearly programme European Doctoral
School of Demography (EDSD) was launched and completed and the second edition in
2014. In 2014 the Collegium also launched, in cooperation with GUS, one edition
of part-time doctoral studies and in 2015 part-time doctoral studies Economic Analysis of Financial Markets. The second edition of the latter will begin this
year.
The Collegium initiated the following current
